When I submit votes before even trying to attempt the challenge the values don't change in the slightest.
I can't tell if this is the intended behavior or if something is broken. I tried it with Firefox and Chrome.
When using the solution (as confirmed elsewhere online) nothing happens either.

I have seen this question posted a few times before in this thread but couldn't find an answer.

This is corners being cut. As the missions you find here are simulated, many aspects of them are stubbed.
The challenge works fine, it never did reflect the submitted vote. Your changes not having any effect is indeed a bad design decision, but we'll have to live with it.
Just assume there are so many votes that sending one the regular way makes negligible difference.

What I failed to point out is that by stubbed I mean some missions will just check your input against some expectations and then fail to give you a realistic response if it didn't match. Real 3, for example, tends to confuse a lot of people.
