The answer to that would be when Linux isn't holding you back from a goal when you're too busy googling how to do that in Linux. When you're presented with a problem and it's not lack of knowledge of linux that's holding you back.

Agreed, to use a natural language analogue: if you need the dictionary to speak, you're not fluent in the language.
