You should first learn that HTML, CSS, DOS, and Unix are not programming languages. After that, I suggest something simple to get your feet wet; like Python.

I did see it mentioned in some other thread. The opinion seemed to be that it was full of trollery and whatnot. Also that no-one was sure who was even responsible for the page so there wasn't much going on in terms of admin input ? anyway, I'll have a look and see for myself.... It's entirely unaff...
