Locate the zip.exe file (may be in the GnuWin32 Installation Folder), and add it's containing folder to the PATH system variable in Environment Variables. This might solve your problem...

If you are indeed using a proxy (which it seems like you are), the only way to do this is if you could configure the proxy to port-forward specific requests, and allocate yourself a static IP behind that proxy. I highly doubt this is the case. So I guess there's no way for anyone outside my ISP net...
