But for sanity's sake - so there is absolutely nothing at all, no matter how unlikely, that can be done by an attacker remotely to achieve persistence within a computer even if the harddrive is wiped and a fresh install...

I suggest looking into IRC scripting and see if there are anything that can help you identify Moo's IP. (hint hint) There is no need for packet scanners or anything else along those lines.
