I have no idea what reformatting is. And, like I just said, he won't change it.

reformatting a drive/partition basically means to rewrite any data that was already there into just empty memory ready for memory storage. http://en.wikipedia.org/wiki/Disk_formatting

so if you reformat the drive that windows is located under, then you erase any precious files, the password, windows itself, and ya, everything. Insert a windows cd and install windows all over again on the reformatted drive.
