@LoGiCaL__: Just out of curiosity, why exactly is it two? I mean, for checking if active, one post would be good enough, right?
Or is there some mystical reason only the moderators know exists?

I'm actually not a 100% sure. I found out about it before I was even a mod from other mods mentioning it. The only thing I can think of is sometimes people just create accounts to spam or post some nonsense and it's only one post and then they split for good. Possibly something to do with that.
