Using a phone as a Mic?

So I was watching this show on T.V. and basically they were talking about how if a bluetooth or a cellphones encryption were to get hacked somehow you are able to use that bluetooth or cellphone as a Mic and could hear everything, even when the phone is not being used you could still turn on that mic. It also said you can only do that when that phone is within range. Is this possible? and if it is how would you be able to do it?

There many ways to do it, but it is very possible and easily done.
