Phone packets are like the network packet, if you have knowledge of network packets, which on the phone packets is tied a service code, phone number, phone emei, a code that the SIM generates(this part wasn't cracked yet), the data, etc.
But if you want to try to phone spoof, you can be tracked pretty easy(They can track your location by triangulation). But this only the service providers can make, and the info they can only give to the Authorities.
