Basically, a person (or persons) is (are) hinting towards a biological attack starting in CA and expanding outwards. The toxins being hinted at are TTX, STX, and PTX, ingredients in the Haitian Zombie powder.

The problem is, the clues are in foreign languages and include items such as tooth brushes and blocks of wood. His words have been deciphered (mostly) but some of his "things" have not.
