PMing without asking permission

Its not allowed. Ever!
If you PM a user asking for help with a mission without asking (s)he should report it.
If you PM a mod asking for help with a mission without asking you could be warned.

It makes the site less enjoyable for users who have a limit on the amount of PM they get. You are more likely to get an answer if you post a thread instead of asking one user.

I very much disagree this should at all be considered the prevalent policy. PMs are generally the way people get in contact with staff when they need assistance with something. On IRC sure, but on the forums there are so many threads and posts that it's hard to interact with any user, let alone staff, consistently.

This policy relates more to PM like
can you haxor this for me?

or
can you help me with real 12

Normal asking for help PMs are fine.
