Get mIRC. I do agree that Xchat is better for casual chatting, but sadly all the scripts in the IRC missions are designed for mIRC.

Gah, so I know it needs to get an IRC command injected, but I'm not exactly sure how the script handles things. I also know that ***** is needed to inject the extra commands.

Any extra hints regarding this?

Yea. Linux is actually quite good except for the compatibility issues.

The usual way is trial and error with moo, but because HTS were afraid someone will use that exploit to really do anything to the bot or the hosting computer they made moo say almost nothing when the solution you try is wrong.
e.g. writing and reading "$replace(asdf,a,b)" on moo will simply produce nothing (moo won't talk) while a bot using the actual script they gave would say "bsdf".

I can get moo to say "/mode #htb +o <mynick>"

But I do not pass the level. Am I doing it the wrong way? Am I supposed to get the bot to say that +o or am I going about it the wrong way?
