I don't get what command I need to use, because !say is completely useless.
Could you guys just tell me what command, or how to find out the correct command if it isn't in the !command list?

Agreed, perhaps you are missing the purpose of these missions? You have to exploit the bot (moo) to do the required tasks needed to pass the level. In IRC 1 you need to gain Operator privs, so you need to exploit moo to get that using the available commands. Maybe "!say" isn't so useless after all...
