After i downloaded MIRC for windows now Where Should i go After i Install it ? Which Chat Room? i need help?

it says unable to connect ( Timed Out )
Retrying ... it wont let me connect im on port 6667 do i have to change it ?

Try ports 8067 or 8068, 6667 is probably SSL only, which I don't think you have based on your post.

Make sure mIRC is allowed to access the internet, if you have a firewall.
