program for bypassing web filters?

well all is said in the title, i'm having a big problem with web filter, i tried to find a good program that will do the job but with no luck ,so i was wonder does anyone know some good program for bypassing web filter.

i'm using right now a proxy, but i still have a problem with downloading stuff and watching online videos like on youtube, and of course i cant do any torrent downloading.

for a firewall, or restrictions on what you're aloud to view, i'd go with ultrasurf, awesome program, however most schools have now edited their rules so that you can get suspended for using it there.......... (public schools)

there are others, but few that i use besides ultrasurf, and it doesn't show up in tree, so hey

well i tried ultrasurf and it can't connect to server so i'm guessing it is blocked as well,

this is a big problem for me i can't watch and videos on the net, i can't use msn or irc or download torrent, witch is quiet frustriting when you have unlimited download

help!

A bit more information on the software and/or hardware that's controlling the content you view and/or download would be helpful.
I had safe eyes stuck on my computer by my parents, the only way I was able to break it - and believe me, I tried for a very long time - was finally by finding the password to the administrator account written down somewhere in my mother's room, and accessing the account like that and canceling all accounts linked to that administrator account.

Never did manage to honestly exploit, or get around it, save for one basic level pornography website, and just the external "enter" page, not the actual site itself.
