You wont need a noob filter when you just start.
Donations take awhile to get up.
Bug reports maybe.
A store no not when you are starting out.
Cant wait to see the site dude.
Im off, last year of school and all, I had something longer but char limit fucked that up. So yeah, had a good run here. Thanks for the memories. Thanks to the staff and users.

Best regards, your posting whore,

Limiting members will hurt your site until you have a user base.

Donations and a store are fine to have, but don't expect hits until you're popular enough to warrant someone giving you money for what is free.

Out of curiosity what kind of community base are you trying to attract (Newbies, intermediate people, pros, black-hats, white-hats, et cetera) and what are you planning to offer as a "Underground Hacker Site" (Missions, other not so nice stuff, et cetera).

Just as an FYI as a personal tangent. If it is a publicly advertised website is it the furthest thing from being part of the "hacker underground".

In order to run a site that talks about hacking, exploits, etc. in the U.S.
Do you have to have an offshore host?
I've heard it's illegal.

You do not need an "offshore" host, because talking about hacking is not illegal, in and of itself.
