Error connecting IRC, connection exception

i am trying to connect to the IRC server of hackthissite.org but the following exception is being shown :
java.lang.ConnectException , Connection timed out.

how to solve this

AND one more problem,
i am not able to connection to the interface even from my windows XP, i don't know but I guess that there is some security java was talking about. I checked that unable some dangerous features from this site so that may be the reason. but now i don't know how to make the settings of java to default so that it again asks me that security thing.
