Personally, I don't think it will do anything. I voted for a banner, just cause it doesn't hurt.
However, CISPA will know that this is just a one day event just by quick research. They will also probably be smart enough to know that websites will not stay inactive if CISPA does get passed. Websites are not going to just give up their site forever if CISPA makes it, it's not going to work.
Also, Kage you put the title as CIPSA instead of CISPA

If you're going to do a banner, why not now? The idea is to gather attention, might as well do it as soon as possible. I have nothing against a complete blackout.
