Okay, I've googled and googled, even bing'd, and I can't find much to do with an IP address other than take control of a computer, I was wondering if there's anything else I can do with them that might give laughs without causing their computer to explode.

You can syn flood with the IP spoofed pretending to be him, get the feds knocking on his door. If you can actually send stuff through his IP in the form of a proxy, you can browse as him, send hate messages and get his IP banned in various places. Kinda not much.
