PHP is best programming language for web programming. It is a widely-used open source general-purpose scripting language that is especially suited for web development and can be embedded into HTML.
If you want to make a desktop application then asp.net is best.

I understand your point and I agree, but what exactly is the reason for this post?
If you just want to help people by telling them the advantages of PHP, better make an article about the possibilities and pros and cons of it.

1st: There is no reason for this post. It's extremely opinionated and impossible to substantiate, it will only lead to a rage fest.
2nd: No. There is no 'best' programming language, ever. PHP is a server-side language, not a web programming language, anyways. A web-programming language could be JavaScript, though it is client-side language.
3rd: Lot's of languages are suited for web development, and can be embedded into HTML.
4th: Actually, there's tons of languages for desktop applications, ASP.net, is not one.
