you can't change the IP of a web site.... the address (e.g. http://www.hackthissite.org) just maps to an IP address that your browser accesses.
These might help:
http://en.wikipedia.org/wiki/URL <- all about the 'wordy bit' in your address bar
http://en.wikipedia.org/wiki/IP_address <- all about IP addresses
http://en.wikipedia.org/wiki/Domain_Name_System <- all about how the 'wordy bit' translates into an IP
