AGCOM and web censorship

The italian government allowed the AGCOM (Authority for safeguards in communication) to close any web site wich contains copyright protected stuff without warnings and without legal process.
These are bullshits, nobody cares of copyright. They only need a pretext to censor the last free communication channel. Newspapers are censored.
News channels are censored.
Radio channels are censored.
A photo, a quoted text, an icon is enough to close a web site.
What should we do?

Reading about AGCOM I felt like I was in the old Soviet Union.
You could try electing non-communist leaders.
