.htaccess static URL

I've been trying to figure out how to keep a static URL for my webpage but have yet to figure it out. Is there any script that I could use in my .htaccess file to maybe keep the URL to stay constant?

What do you mean by static url? Are you trying to take advantage of something like mod rewrite in order to make pages that look like domain/page.php?id=8282217 into domain/hello
Or do you want to disguise the entire site, pages and domain with a static TLD? (masking)
