You got a message from your ISP? What country are you in? You can try a proxy site or start using Tor. Just curious, what's the site?

TOR stands for; The onion router. Essentially it's a bunch of proxies, that are going through other proxies, that are going through other proxies. Anyways, a proxy is a very Google-able thing. Just type; 'Proxy Guide' into Google. Also, you should work on your English, I'm assuming you're from a foreign country, from both your OP content, and you're English in it's entirety. It's not bad, and it's readable, but it still needs work.
