Basically it looks to me like ancient software (forgive me if I'm wrong ), but is there any practical use for it nowadays?

As I see it, its just a local HTTP proxy, and as that it might be useful for filtering or something like that. Ok, there are a lot of alternatives or even better programms that do the same, and you can as well filter with iptables, your router, ...
