what all does it take to create and design a new we browser?

What programs do I need to know an languages.

i know some C++ at the moment.

Any general-purpose language will be fine, but you will either need to know socket programming or use a HTTP library. You'll also need to be able to parse HTML in some way, and you'll need quite a bit of knowledge on GUI programming (unless you're making a text-based browser, which I doubt you are).

C or C++ should be fine for the job, but a web browser that's anything more than a glorified socket will take a lot of time and effort. A full-fledged web browser isn't doable in a reasonable amount of time (read: years) without a team of developers. That being said, very basic rendering (text only or text and images only) should be doable by yourself.

The language itself is not what you need so much as a knowledge of how to communicate with servers, how to parse/render the HTML and (possibly) how to design a usable GUI.
