"Best" is really subjective. Read some articles such as this one: http://www.bizfive.com/articles/web-des ... d-asp.net/

I personally only learned PHP because that's what was available to me at the time. There are reasons for and against each language, and you should decide for yourself which is best for you.
Assume that everything I say is or could be a lie.

Well I enjoy php because it relates to C++ a bit so I found it much easier to work with. Not sure if ASP.net relates to anything though.

PHP tends to be more popular among netizens.

However, if you're going to commit yourself to learning a new language, make sure you have a clear-cut vision of what you want to do. If it's a general "To learn Programming", almost any language will do, but if you have a specific goal, make sure to keep it in mind while reading about the positive and negative niches of each language-choice.
It's not who votes that counts, it's who counts the votes

PHP is best programming language for web programming. It is a widely-used open source general-purpose scripting language that is especially suited for web development and can be embedded into HTML.
If you want to make a desktop application then asp.net is best.
