What ISP companies are partaking in this? I noticed that it's primarily discussing American record companies, but does that mean the rest of the world is going to be effected by these new laws?

There is a list but I can't remember the link. Shows up pretty quickly on google though. Also pretty sure that yes it is only in the US.
