How to be safe on pirate bay?

The only way they could get IP's from the piratebay tracker (or demonoid), is if they themselves were uploading/downloading that torrent and kept track of every IP that they connected to. The problem with this method is that if they do that, (since they OWN the content and they are uploading it themselves) that torrent then becomes LEGAL to download; thus making it ILLEGAL to prosecute you for downloading that file!

is there a general rule of thumb to know which ones are the legal ones...of course if it's a newly released one, that's common sense...but would you say it would be best to steer clear of any "cams" or anything other than say, DVD rips?

Well if you are talking about movies then without making a purchase prior to a download it wouldn't technically be legal. Unless you uploaded the DVD rip yourself and you were downloading it to another one of your machines. But that is the nature of P2P sharing. If it was all the way legal it wouldn't be as big as it is.
Also, who wants cams anyway? I mean they suck lol.

If your question is how high is the chance of getting caught? Only the ones that burn and sell fake DVD's are the ones that get caught most of the time. They are the ones profiting from sales which are not theirs to profit from. To find only legal torrents, there are sites out there which only host legal ones. Just google them. For the best quality try looking for BD, that's BluRay. DVD is a good second. Cams or anything similar (telesync 'TS', HD cams ect.) are usually not that great.
