I'm wondering what kind of web or network security testing jobs are out there and where in the world I would look for them.

since you said testing you probably want to look at beta testing. beta testing is testing something before its released to the public. theres a never ending supply of beta test jobs but most in not all dont pay.

if you get lucky you can find a company that hires beta testers to use their products.

well then the only advice i could give you is to ask companies.
people dont go looking around for testers.
