Is there a program available that would be able to read of notepads, say filed with usernames and passwords and try combinations of both?

You could try something like GTK/X-Hydra

You can specify a username and run a dictionary attack on a server with the said username/dictionary (passwords)

However, if you are looking for something to attack web-page logins, you could simply write your own as said above.
This process, will be slower, especially if you are trying to do so anonymously.
I think for websites, a more efficient way would be to run a MITM Attack or try to gain that information via SQLi

And if you mean textfiles, you can try to grep them or use something similar (in Batch probably) for Windows. Then just pipe them to a list or file you already got and you're done. Cain and Abel or pwdump2 can be used to recover passwords for users on a running Windows machine (when provided with debugging rights, usually admin). Or you can just use any Linux distro to get access to the SAM database, cracking is easy to do. If you really wanted to copy from notepads, you might have to learn how to use Original Character Recognition, but I don't think that's what you're after. If you want to attack Minecraft as your username suggests, I'd advise you against it as that would probably be illegal.
