Traditional "Phreaking" is definitely on the way out, it's hard to find payphones, and most phone companies have replaced traditional switchboards with software equivalents, making (at least most) of the traditional "hacks" obsolete. That being said, I won't pretend to be an expert on the topic, but it sorta has been making a comeback with the rising popularity of VOIP services.

As Insomaniacal said, with the increasing popularity of VOIP phreaking has seen a bit of a return, but it's safe to say it's far less critical of a tool than it was before. Why settle for the phones when you can have the internet?

However, coming from the post-phreaking era myself I suppose I don't really have much credibility.
