Can I practice php and mysql on my hosted site? I tried using php on my localserver but its so complicated i have to modify certain files that are all over the place and I can't get it to work. I have nothing valuable on my site im just using it to practice.

First off, welcome to HTS.

Second, for practice purposes, you can use either a local server or a free hosted website to do your stuff, they both work equally well. If you can't figure out how to configure your local computer to host pages, then get a free hosting plan somewhere. I use www.000webhost.com , they offer a free hosting plan which gives you your own site to put all kinds of pages, including php, and also access to your own share of a mySQL database.

Running a local server's easy if you use xampp(cross platform), just stick your files in htdocs and start it up. It also has phpmyadmin built in. Either way if you get tired of your own site I would reccomend trying DVWA. http://code.google.com/p/dvwa/

If it's your first time setting up I would start of with putting it on a local server/machine. There are plenty of online tutorials to help set it up just so you could at least get to and practice the coding/syntax. There are also books that you can read that will walk you through or explain the configurations.
