can I get the entire whois databases from ARIN (North America),RIPE (Europe),LACNIC (Latin America),APNIC (Asia-Pacific),AFRINIC (Africa and Indian Ocean),IANA? how?

Wait. Why would you want to do that? Just search what you need either by IP you have or by the country you want.

That's just for ARIN. You can become a member for these sites and fill out a bulk WHOIS report. You could also write script to query the WHOIS databases by IP and return the information. A few seconds of Google will find you alot. However, access to the complete unfettered databases - I'm afraid you'd have better luck stealing nuclear warheads.
