I've used Infinology, Yahoo's basic hosting plan, and quite a few "bait-and-run" as well as free hosts.
Infinology provides solid hosting though their support is somewhat dodgy. I've not had downtime problems, though it's not too difficult to "smack the system," per se - a few too many calls and the server will designate you as a "threat" to their "security."

Yahoo... Blah. You can find equally priced sites and more functional services elsewhere. They never replied to my inquiry of how index.htm was consistently being devoured.
So far as free hosts, some have their own horrendous policies - as you may have heard, new hosts spring up, stay online for a bit, then pull the plug, running off with what they have or just end up losing everything. Haven't had problems with 110Mb, though I'd check SiteAdvisor, Hostreport and WOT to check the reputation. If the site isn't reviewed, I wouldn't prod it with a telephone pole.
