Can hard wire, but still nothing. Picks up wifi, says it's "connected" but has a error symbol over wifi by clock. No idea, help? Already reinstalled network drivers.

Check and make sure there isn't a wiring problem with the machine.
What operating system are you running? Maybe you need to start networking?

It might be the network drivers on your PC are not the correct ones. When you say can hard wire, does that mean you can get an internet connection when hard wired to your network? If so try going to toshiba's site and get updated wireless drivers directly from their site. Then go into your device manager and uninstall your wireless adapter, then run the installer for the drivers you downloaded. That should do the trick, if it doesn't it could possibly be something in the wiring or you have a bad wireless adapter.

Or it could possibly mean that your router does not have a band that your toshiba can work with. Also check to see if any other wireless devices can connect to it such as; a tablet, phone, other PC, etc. If any of those are unable to connect as well, it could mean you need to do a reset on your router, or that your router is shot.

No internet, even with the ethernet cable attached. Went to Toshiba site and downloaded drivers with my other computer, and installed but nothing..

Some laptops have a switch on the side that can put it into airplane mode. Ive never had ethernet not work though, so it might just be faulty hardware. Assuming it's relatively new you could always try exchanging it, if nothing else seems to fix it.

Look for clues what works and what doesn't.
- Try disabling security software for the time being
- Sometimes certain hardware won't get a correct IP
- Try getting a new IP address (ipconfig /release and then ipconfig /renew on Windows) or set a static one
- Can you connect to the router and not the Internet?
- Do a ping test of your router, your modem and a site
- When connecting via Ethernet, disable Wireless
- Test whether the issue is only related to this computer
- Test whether the router 'sees' you
- Test whether other hardware (a different modem/router) fixes the problem
- Have you installed any strange/new software recently?
- On Linux the drivers might be the problem, try proprietary drivers for example
- Reset everything (including any routers/modems you use/connect to) to the defaults (including reinstalling Windows that came with the laptop) and use that
- Sometimes the defaults of a router don't work for certain hardware, so disable all 'exotic' features of the router/modem

After going through all that and still not have a working connection to either the network or the Internet, my guess would be broken hardware. With a) default working settings on the modem/router b) OEM software supplied by Toshiba c) defaults for those software (including BIOS) by reinstall and lastly d) both ethernet and wireless connections not working, I don't think there is anything we can do.
