Windows ME was not a beta XP. In fact Windows ME was the last Windows that used the DOS Kernel.
Windows XP has a NT kernel. When they made ME a different project team was already working on a new OS. This project team completely rewrote the entire OS. So under the skin of XP lies a completely different OS.
However i do agree. ME is with no doubt the worst WIN OS, and XP is still the best Microsoft product ever made and will make for a while.
