some missions in ExtBasics require you to decipher an unknown programming language.
Can someone describe a realistic situation, where you might need that skill?

every time you 'get' a file from someone who's paranoid enough to write his own encryption algorithm

It's not encrypted, it's an unknown language. The point is that you should be able to look at a relatively simple piece of code written in a language you don't understand (Let's say you're a C/C++ guy and the code is in Java) and be able to use common sense/comparing against other languages to figure out what the code is doing.
