i have a DLL file which is compiled with C++ , it is a directX plugin, and i wanted 2 ask if anybody can tell me how to decompile it
is there any software to decompile it or can it be decompiled with C++

You can try to disassemble it but I don't believe it can be decompiled.

Software like this exists, but it's usually payware (expensive as well).
Also keep in mind that when using this software, it's extremely unlikely you'll get anything close to the original code.

There are a few I've ran across that are free, though, I haven't tried them myself:
RecStudio
Boomerang

The rest I've seen are for .net/java/etc only.
