Accessing internet

I just started programming C++, though I have a moderate experience with Java / VB.
I encountered a problem right away;
How do I access internet (web pages) with C++? Let's say I have a frequently updated web page, and I want to code a program to read the page every minute and alert me for updates.
Even Google's might couldn't help me, hope you can.

You just have to know what to look for.
Peek into sockets, connect/listen/recv/send. There might aswell be an MFC class for that, i believe its CSocket, but I wouldnt touch that thing even with gloves :P
