You can browse through cprogramming.com under the c++ section. Their may be very little that you cannot do in Java, I don't know personally but I have heard that they are very similar.

It may be a good book, but I think I would prefer W3Schools. Free, online, and maintained by W3C.

You can do a vast majority of all "hacking" with no 3rd party software other than an OS and web browser. Some things you might want to check out could be Blurp, WebScarab, or Nmap. You could also read through older posts and articles to receive more detailed information from multiple users...

I would read the million other posts that are surprisingly similar to this one and any articles that have titles such as "basics", "guide", or "beginner's information", Oh and the final realistic mission is to do your best to hack this site.... But I would suggest learn...

Okay, im not saying its common to go through "millions of satellites," but I do believe it is common to go through a proxy server. Which is what I thought he was referring to.

I think TOR would be a specific example. What he is describing seems to be just a visual representation of proxying your connection.
It is fairly common but unless you use something encrypted (such as TOR) it is still very traceable.
